Voluntary Social Welfare Organizations

Voluntary organizations and organizations are registered under the Voluntary Social Welfare Companies (Registration and Regulation) Ordinance, 1961 and related Rules, 1962, from the Department of Social Welfare. Registrations in the Ordinance have registered for the implementation of 15 different social programs.The activities are to prevent people from child welfare, youth welfare, welfare of the physically and mentally challenged, family planning, anti-social activities, social education, adult education, welfare and rehabilitation of the prisoners languishing, welfare of juvenile criminals, welfare of beggars and destitute, Welfare and rehabilitation of poor patients, welfare of the elderly and physically challenged, social welfare related training and coordination for social welfare agencies.

So far, 63,232 voluntary organizations have been registered from 64 districts of the Social Welfare Department.Of these, there are 4,224 orphanages.In the approval of the ministry of social welfare, 10,827 bodies have been abolished by accepting the hearing of all the organizations which were inactive and constitutional organizations involved in these voluntary organizations registered with DSS. Initiatives have been initiated for voluntary social welfare organizations (Registration and Regulation) Ordinance, 1961 and the registration fee has been enhanced to Tk 5,000 by amending the Regulation, 1962, from 2,000 taka. The organizations working in this country are working by getting registration from different authorities by different laws. In addition to the Department of Social Services, voluntary organizations are certified by the Department of Women's Affairs, the Department of Cooperatives, the Register of Joint Stock Companies, the Bureau of NGO Affairs, and the Microcredit Regulatory Authority.

 

 

Registration and supervision of voluntary social welfare organizations:
Registration of various non-governmental voluntary organizations / institutions is provided by the Department of Social Services under the Voluntary Social Welfare Organizations (Registration and Control) Ordinance No. 46 of 1971. According to the ordinance, for the implementation of the following 15 activities, voluntary social welfare organizations are registered with the Department of Social Services under the control of the Ministry of Social Welfare:

 
Child welfare;
Youth welfare;

Women's welfare;

Welfare of the physically and mentally disabled;
Family planning;

Welfare and rehabilitation of released prisoners;

Social education for the purpose of awakening civic responsibility, education system for the elderly;

Recreational activities aimed at deterring people from engaging in anti-social activities;
Welfare of juvenile offenders;
Welfare of beggars and the poor;
Welfare of the socially disabled;
Patient welfare and rehabilitation;
Welfare of the elderly and the physically challenged;

Training in social welfare work;

Coordination of social welfare organizations.

 

 

 

Service:
1. Issuance of clearance for naming of voluntary social welfare organizations;
2. Provide registration of organizations / institutions / organizations / private orphanages / clubs / libraries interested in voluntary social welfare activities;
3. Constitution of the registered organization, approval of general and executive councils, approval of newly elected executive councils in term;
4. Approval to expand the scope of work of the registered organization to more than one district;
5. To take action to settle the grievances brought against the registered organization;
6. Supervise the activities of registered organizations.

 

Service Center:
1. Concerned district social service office for services like name clearance, registration, approval of executive committee, etc .;
2. Headquarters of the Department of Social Services for expansion of work area outside the concerned district;
3. Concerned District Social Service Office and Head Office for disposal of complaints.

Functions:
1. Issuance of clearance for naming of voluntary social welfare organizations;
2. Accept application for registration;
3. Conduct appropriate investigation activities;
4. Receive positive investigation report;
5. Registration of organizations / institutions / organizations / private orphanages / clubs / libraries interested in voluntary social welfare activities;
6. Constitution of the registered organization, approval of general and executive councils, approval of newly elected executive councils in term;
7. Expansion of the scope of work of the registered organization to more than one district;
8. To take action to settle the grievances brought against the registered organization;
9. Supervise the activities of registered organizations.

 

Term of service delivery:
1. Name clearance - 2 working days after receipt of application along with required documents;
2. Registration - 20 working days after receipt of application along with required documents (subject to receipt of intelligence security clearance);
3. Executive Committee Approval - 10 working days after receipt of application along with required documents;
4. Expansion of work area - 30 working days after receipt of application along with required documents;
5. Grievance Redressal - 30 working days after receiving the complaint.
