Since ancient times, begging in human society has been going on. Its history is also angient in the subcontinent. Begging extends due to exploitation and deprivation of British and Pakistani periods, river corrosion, poverty, diseases, illiteracy, etc. At present, there has been a great deal of begging due to a group of people reluctant to work and a group of selfish using it as a tool for the purpose of earning money. Begging is a social disorder. This is not a recognized profession. The social and economic development of Bangladesh has taken place. Banladesh has promoted to the list of developing countries from LDC locations. It is the time to release the country from the shame of begging.
The Ministry of Social Welfare has taken up the program on "Rehabilitation and Alternative Employment for the People Engaged in Begging” in order to implement government's commitment to poverty alleviation and prevent people from abusive occupation like beggary in the country, for the rehabilitation and alternative employment of the beggars by using government's revenue sector. Program activities started from August / 2010. Beggar rehabilitation program started in 2010 but it did not get much widespread. The present-day government is very sincere about the elimination of social evils like begging forever. Considering this matter, for the first time in 2017-2018, money is sent in 58 districts of the country for beggars rehabilitation and alternative employment.
For prevention of beggary in Dhaka city the Government has initially declared some areas of the city as begging free zones. The areas are - Chaurasta on the east side of the airport, the airport police station and its adjoining area, adjoining Hotel Radisson, VIP Road, Bailey Road, Hotel Sonargaon and Hotel Ruposhi Bangla adjacent areas and diplomatic zones. To keep the beggar-free zones of Dhaka city free from beggars regular miking, advertisement, distribution of leaflets and in different places repairment of damaged/installation of new plugstands are going on. In 2018-19 fiscal year as many as 220 professional beggars were arrested with 20 mobile courts in the begger free areas of Dhaka city, of whom 69 were trained and rehabilitated during the period of detention in the government shelter home. The remaining 151 were rehabilitated in the family. A Guide Line has been formulated for the process of rehabilitation of beggars systematically.
