Ministry of Social Welfare has been implementing the program to improve socio-economic condition of the country's Burn and the Person's with disabilities. Under the control of Ministry of Social Welfare, the program is implementing through the Department of Social Services to ensure active participation of Burnt and people with disabilities in the country's economic development activities. Through this program, socio-economic development are running to poverty reduction based on their families of the targeted burnt and people with disabilities in all district and urban areas of the country. The program launched at the financial year 2002-03 by the name of “Rehabilitation Program for the Acid Burn Women and the Person’s with Physically Disabled”. Then the name of the program was changed at April 2010 and continued the activities by the name of “Rehabilitation Program for the Acid Burn and the Person’s with Disabilities”. Again the name and manual of the program was changed at march 2016 and continued the activities by the name of “Rehabilitation Program for the Burn and the Person’s with Disabilities”. The program playing an important role in the development of socio-economic conditions of Burn the poor and people with disabilities in the country. Rapid treatment are ensure for the burned persons is the purpose of the program. Besides the another purpose of the program is to provide micro-credit assistance in order to create employment opportunities for persons with disabilities based on their skill or experienced and proficient in the use of the individual or his or her family.
Service :
1. Micro-credit : The average annual per capita income of those burn and disabled persons is not above Tk.1,00,000.00 to pay them Tk.5,000.00 to Tk.30,000.00 interest-free micro-credit. After borrowing it will be paid equally twenty installments with 5% service charge.
2. Medical Assistance: To pay grants up to Tk.20,000.00 for medical assistance of poor burn person.
Service Recepient :
Burned and person’s with disabilities whose yearly income not more than Tk.1,00,000.00 (one lac).
Service providing center:
No. of 489 Upazila Social Services Office;
No. of 80 Urban Social Services Office.
Activities:
1. Burnt and disabled Survey;
2. Persons with disabilities enrollment;
3. Vocational / social and health orientation;
4. Application in the prescribed form with the name of work;
5. Probability Verification of the Scheme;
6. Select the appropriate loan borrowers;
7. Provide Interest free micro-credit.
Field of Citizen Cooperation:
1. To return loan amount with 5% service charge equal 20 installments or 1,2 or 3 installments depending on the scheme from the third month after receipt loan by the beneficiary;
2. Regular savings in determined rate by party members;
3. Follow the subject which awarded the Members by the program;
4. The cooperation with the authorities to recovery the loan when the beneficiary did not pay installments money;
5. Provide information and assistance to the authorities for which appropriate selection of the village and the borrower;
6. Be notified to the competent authorities when there is show any lack of transparency.
Time duration to provide service :
Within 15 (fifteen) days after completed selection procedure for the first investment.

Micro Credit programme (First Phase) under Shelter Project:
The Department of Social Services has been implementing this project since 2001. The main objective of this project is to rehabilitate the poor, landless, homeless and rootless families providing them training and micro credit. This programme is being implemented in 181 upazillas in 57 districts. The total investment in this programme is BDT 20 Crore 73 Lakh 18 thousand and the number of beneficiary is 61 thousand 874.
Asylum projects have not been started in the following 6 districts under the Department of Social Services. The districts are Dhaka, Narsingdi, Rangamati, Khagrachhari, Kushtia, Chuadanga and Habiganj.
